目录字体字号问题 #22

按照word版本来看，目录字体字号是这样的：

目录 字体字号
章节一 黑体四号
1.1节一级标题 宋体小四
1.1.1节二级标题 等线11

但是我们的LaTeX模板里面是章节用的黑体 其他级别标题用的宋体且所有字号都是12号

和这次的pr有关9409eac

另外似乎每个章节这里的行间距有一些过大了（没有经过仔细对比，仅仅是肉眼观察）

我这个pr改的是图/表标题的格式，不是目录的格式，应该与这次pr无关吧？
