IXActionCards / Cards without hover state

• I have not leaked any internal/restricted information like screenshots, videos, code snippets, links etc.

Suggestion / feature request

For our project we would like to have an attribute to use for Cards/ActionCards which will make the cards have NO hover state.

For these cards we will need to set for example IsHover=false which will make the card have no different design if it is hovered on not.
