Proposal | to change the style and color of the page scroll

My small proposal is to change the style and color of the scroll, using the properties of css that with some lines allows to change the background of the scroll, the scroll, you can put a little border, so that the page is more consistent with the colors of the same. If you accept the idea, I can pass you the css of how it is usually done and take a look :)
