With title-bar-replacer enabled reveal the project tree view (Ctrl + ).
Hover the mouse cursor over the "Project" tab.
Click and hold the left mouse button (LMB)
Move the mouse cursor to the opposite side of Atom's window. A half-circle with an arrow will appear.
Expected behaviour: you hover the mouse cursor over that arrow and Atom should render a suggested pane placement. If you release the LMB, the Tree View should be docked to that side of the window.
Real behaviour: When you hover the mouse cursor over the arrow, the cursor changes to a black strikethrough circle, the program does not suggest a new pane location. When you release the LMB, the pane is not docked.
I am forced to disable the title-bar-replacer package to be able to move the Tree View pane and then enable the package again and restart the program for it to take effect.
I'm using Windows 10 Pro. I tested this with vanilla Atom 1.58.0 (with no other packages installed), this only happens when title-bar-replacer is enabled.

How to reproduce:
