Greg: Fix system management of private simulators. Zombie simulators cause v confusing results.

William: If table PV cannot be made private with ports consider adding port number to PV name for simulacrum PV like SIMULACRUM88:SYS0:1:CU_HXR:LIVE:TWISS. (Note 88 is private port) this assures model pv is from specified private service.
