ensure address is in chicago

We've had a few submissions recently where the restaurant address is not in Chicago. Can we grep for "Chicago" in the address and throw a popup or something if it's not there? I don't think we need to block submission if it's not there, just a warning or something.

I see there are four, Hanover Park, Oak Brook (submitted twice) and Evanston. Would a pop-up be blocked by some browser settings?

Can we state under the address box "Chicago Addresses Only" and if they try to enter a non-Chicago address, can a statement in red under the box appear stating "Sorry, Chicago locations only. Please contact the local health department for this location." I see similar warnings when I enter incorrect passwords/usernames on other websites without a pop-up, that stop me from proceeding until I get it right.

What is the usual protocol if someone tries to do this through other online 311 services? Is there a standard comment? I sent Gerrin from Food Safety a heads-up and asked what they say so we stay consistent with how they handle it. I'd hate to just ignore it.

Food Safety wrote back "We will refer the complaints to the appropriate regulatory authority. I have no objection to the warning statement, pending..." CDPH approval.

I'm inclined to stop submissions from going forward, even though CDPH refers the complaints and it serves the common good to forward reports.

We got another one. So 5 out of the last 7 submissions were from outside of Chicago. The city is gonna get tired of this bad data quickly. I assume the form submits immediately to open311 when the user hits submit?

We have approval from CDPH for adding the statements above regarding Chicago only submissions.

Since December 2015, there have been 98 suburban submissions on FoodBorne (outside Chicago's jurisdiction which includes Cook County and surrounding suburbs). If we allow submissions to go forward if the city is not Chicago, I'll research if I can forward locations and complaints at minimum to Cook County. To do more than that would be an undue burden to contact every municipality's food inspection service (if one exists).
