atom-build provider

Rather than the existing custom build stuff, it'd be great to just have a provider for atom-build.

While I believe the issue itself is valid, I am not sure we should move completely to atom-build because:
1/ The message panel is used to display other informations than just build output
2/ The atom build plugin may not fit with everybody's use (I personally don't like the current atom-build UI)

That said, it would indeed be nice to be able to opt-in for it. It seems fine to me as long as it's optional.
