API state_district_wise.json called twice on home page | Performance Improvement #205

Describe the bug
The API call for state_district_wise.json is made twice on the homepage.

To Reproduce
Steps to reproduce the behavior:

Go to 'https://cluster.covid19india.org/'
Open the network tab in the debugger to check the API calls.

Expected behavior
API call for state_district_wise.json should only be made once to get the data.
