As the title suggests, if we have ToR-A and ToR-B:

ToR-B's link went down
-> ToR-A do switchPeerMuxState to make ToR-B's admin state to standby
-> soc agent restarts
-> ToR-B admin state is reset to active on host side
-> ToR-A will NOT do switchPeerMuxState again
