Update scikit-image version (to >0.21) in REQUIREMENTS.txt file #2026

Scikit-image is pinned to version 0.21 as newer versions modified some modules and this needs to be updated in starfish so imports will work.

Also need to replace "selem" (deprecated in ver=0.20) with "footprint" in the following two files:

notebooks/py/SeqFISH.py
examples/pipelines/baristaseq_pipeline.py
