Is your feature request related to a problem? Please describe.
Hookshot encryption requires(? ping @Half-Shot for clarification) some synapse experimental features to be enabled, see https://matrix-org.github.io/matrix-hookshot/latest/advanced/encryption.html#running-with-synapse

Describe the solution you'd like

The playbook should set the appropriate settings automagically when enabling encryption.
The playbook should refuse the setting when a homeserver without support is being used.

Describe alternatives you've considered
Add docs about doing this manually.
