I recently upgraded from the old 3.0.0.RELEASE to the 5.0.0.RELEASE.
Under 5.0.0.RELEASE a user with no settings.xml credentials for the S3 bucket can't download artefacts, even from public buckets. This is problem if trying to host a public repo on S3.
Both upload and download work fine for users with credentials.
Tried creating a new bucket from scratch and confirmed full public access (both web and S3 command line). Occurs for users on both Linux and Windows.
Reverted to using 3.0.0.RELEASE for now.
