Looking at this more closely, this appears to be like #1212 where we have multiple URIs in a single record. I think bibl/7 is for the overall volume of the Bibliotheca orientalis Clementino-Vaticana. If you look at the TEI of bibl/1209 (https://syriaca.org/bibl/1209.tei), you can see that the URI for bibl/7 is in the monograph section.
So, bibl/7 should just matp to the last item in my comment above: http://syriaca.org/cbss/IJNJRSQQ, as this is for the full set of volumes?
