Issue with code snippets not being included on plan

When a issue description is created with a code snippet important for the agent, the planning is not including that information, causing the execution step not having all the needed information.

For instance, if i create an issue with the following example:

Description
Add a new section on README file with the following content, right after installation section:

## Development

This section explanes how development cycle...

The generate plan will ignore the content from markdown, which will lead to unintended changes.
