Basemaps do not align correctly in Hong Kong area #192

In Hong Kong, the streets in Toner and Toner-lite basemap are aligned differently from other common web tile basemaps.

The screenshots below are taken in QGIS, showing the official road network data from HK government (in red lines) on:
