It is often a headache to maintain formulas over multiple solvers. This can be seen with complicated code in some areas, for example:

This case occurs with IC3IA because the UF abstraction symbols already exist in the solver but are not in the TermTranslator's cache so they can't be looked up https://github.com/upscale-project/pono/blob/a2d993cc8c3a948150586ce014066f479045a74a/engines/ceg_prophecy_arrays.cpp#L165

We need a better way to manage multiple solvers.
