Custom theme store

As a user, I want to be able to buy / obtain custom themes through a store. This could be dome similarly to the sticker store, and would just need to hold less than 2 KB worth of text.

The themes could be stored as color code selectors, or CSS.
for example:

background = #ffffff
background_light = #fefefe
background_dark = #030303
