Command line adapter doesn't work on Windows Vista or Windows Server 2008 [Tigris #830] #7

Description

The SystemDrive environment variable is necessary for the svn.exe to work on
Windows Vista an Windows Server 2008, as described here:

The patch given fixes this issue for me.
