Misleading "unable to open ... " message

Description of the bug

When opening ANY settings file, for example, the ST preferences, you will see something like

Unable to open /C/Users/jfcherng/AppData/Roaming/Sublime Text (Safe Mode)/Packages/Default/Preferences.sublime-settings
Unable to open /C/Users/jfcherng/AppData/Roaming/Sublime Text (Safe Mode)/Packages/User/Preferences.sublime-settings

in ST console.

Steps to reproduce

1. ST safe mode
2. Open preferences (actually can be ANY settings file)
3. See console

Expected behavior

No error message.

Actual behavior

ST prints it can't open the path but actually the settings file is loaded.
