It's obviously a cover to blanket ban all disagreement and criticism.
Smile and approve of every action of every person, politician, agent, actor, no matter how you feel about it or how it effects you, or be erased and memoryholed from all public forums, and any and all ability to communicate with others. Because dissent of any kind must be quarantined and contained. Only agreement and assent are allowed in this new dystopia.
