Please consider extending configuration into $XDG_CONFIG_DIRS, merging/replacing events, for administrative configuration defaults.
It can also be extended further into $XDG_DATA_DIRS (i.e. with swayidle subdirs) for providing upstream (your) or distribution defaults.
