Hyperlinks should be "enlivened"

Currently hyperlinks in the subject or description of a vote are rendered as plain text in the /list command. It would be preferable if these were "enlived" i.e. wrapped in an <a> tag, to facilitate navigation.

Note: I've had success using the LinkedIn URL Detection library to detect hyperlinks in text (including MessageML and plain text sent over the Symphony platform) - see this code, for example.
