Ability to set custom vote deadlines

Although they default to 3 business days, the initiator of an ESCo vote is allowed to specify whatever deadline they wish for a vote [1]. It would be ideal if vote-bot was able to accept duration as an optional parameter in the /new command, so that it accurately reflects custom durations.
