Some weird order of operations issue (any help would be appreciated) #1

Tweaked the bucket names and am getting a "bucket already exists in stack" error. This code worked great when I tested last year. Thanks in advance for any advice.

An error occurred: S3BucketWaadoptionforms8882020 - waadoptionforms8882020 already exists in stack arn:aws:cloudformation:us-west-2:514942776579:stack/form-processor-prod/8b6751d0-8619-11ea-9d15-061773af76fc.

Messed with the names, and seems to have fixed it. Now I get error re: SES rule not existing.

An error occurred: S3SMailProcessRule - Rule set does not exist: forms-rule-set (Service: AmazonSimpleEmailService; Status Code: 400; Error Code: RuleSetDoesNotExist; Request ID: 32544cc5-d329-41b4-a17c-d8c441b672fb)
