Implement an IDE to allow users to write their own policy code. This may include rego files, json files, and test files

Assuming an optimistic estimate of 3 hours, a pessimistic estimate of 8 hours, and the most likely estimate of 6 hours,

ß = (3+8+4*6)/6 = 5.8 hours
