the same 2 step form as in the Claim flow should be added to the region modal
this form should be visible only if user is not staked to any region yet, voting is available and user hasn't voted yet
if user is staked, voting is available but user has not voted yet then let's resume form on the voting step (let's skip staking as user has already staked)
