Allow other mods to query the list of towns

Generally create an API

  • list_towns()
  • get_player_spawn(playername) --> (pos: pos, bool: is_town)
  • get_player_guests(playername)

hi i will try to work in this but in december.. right now i must check how to improve the settings recommendations (in README) so i must test with the "try and failure" way until coroborate the recommendations!
