Charges with a PROJNO of 282000XX for some XX correspond to the "Rent Stabilization Fee- Chg" line of the property tax bills.

pre-2018 data: https://data.cityofnewyork.us/City-Government/DOF-Open-Balance-Summary-Replaced-by-Property-Char/paab-n3s5

Charges with an ACCOUNT TYPE of 282 correspond to the "Rent Stabilization Fee- Chg" line of the property tax bills.

Divide the SUM_LIAB or Total Liability by $10 to get the stabilized unit count.

FYI, the rent stabilization fee increased to $20 per unit as of July 1, 2019. Makes it a little more messy.
