Set NGINX to TLSv1.3 only #347

Currently we have in nginx.conf:

ssl_protocols TLSv1.2 TLSv1.3;

Ideally we would set this to

ssl_protocols TLSv1.3;

But there are still a lot of Tapis clients that this would break (e.g. Centos 7-based). In the future we hope to implement the latter.
