0.9.811: Windows 11: Settings: Visual Mode: After restarting my laptop, when I enable Visual mode I find that the block animation does not become visible #1590

Describe the bug
As a user I find when disable visual mode, then close the app and restart my laptop, when I restart the app and go to enable Visual mode, once I close the Settings modal, I do not see the Block animation.
A restart of the app resolves this

To Reproduce
Steps to reproduce the behavior:

  1. Go to 'Tari Universe'
  2. Click on 'Settings' icon
  3. User should be on the General settings tab
  4. Adjust all the toggles:
  5. Enable auto-start on system boot
  6. Disable Update Tari Universe automatically
  7. Enable Use pre-release version
  8. Disable Earn Gems & make Tari Universe better
  9. Enable Earn Gems & make Tari Universe better
  10. Change Theme to Dark
  11. Disable Visual Mode
  12. Close the app and ensure all processes have been killed
  13. Restart your laptop
  14. Since auto launch does not work, open the app
  15. Click on 'Settings' icon
  16. User should be on the General settings tab
  17. Scroll down to Visual Mode and enable the toggle
  18. Close the Settings modal
  19. Observe Miner

Expected behavior
User should see the block animation when Visual mode is enabled

The same is happening on the MacBook Air M1 2020 on v0.9.811
