Upgrade docker worker cert on proj-fuzzing/bugmon-pernosco

Needed for fixing interactive feature, to find out why the rr tasks are currently failing.

Note, this is the only pool pinned to a rather old docker worker version and old docker worker machine images. Some care will be needed to make sure the certs get updated correctly as the cert location on the file system changed at some point, and this may be before or after the version of Docker Worker pinned in this worker pool.
