Snowy Bamboo does not allow Pandas to breed

Pandas need at least one Bamboo block nearby in order to breed when fed Bamboo. Attempting to bread Pandas near Snowy Bamboo does not allow them to bread.

To Reproduce:

1. Place Bamboo on a Snow Block to create a Snowy Bamboo Sapling
2. Place another Bamboo on top of the sapling to turn it into Snowy Bamboo
3. Spawn two Pandas next to the Snowy Bamboo and feed Bamboo to each of them

Instead of attempting to breed, the Pandas will shake their heads and fail to breed.
Note: Bamboo Saplings do not allow Pandas to breed, so Snowy Bamboo Saplings should not work either.
