Native ingress/router hybrid mode option

Native ingress support is WIP (#732 and #1243 ), so would be nice to have support for hybrid mode where both native ingress/router are enabled.

Specially it would be handy to test native ingress without breaking the router setup, when user is happy with the ingress, swung all traffic to it, then router mode can be disabled. :)
