Interactive data layers in story maps

Users can add data layers to story maps. In other parts of Terraso we allow data maps allow users to see popovers with data when they click on points, but that feature is not yet available in story maps. Allow map creators to generate popovers.

Acceptance Criteria

• As a user looking at a map layer on a story map, I want to click on a point and see data associated with that point in a popover (identical experience to clicking on a point in a Data Map.)
