Large layer commits may take a while. While it's working, it'd be nice if we could get progress reports which can be reported to the user.

More generally, we want to be able to instrument the library, find out about bottlenecks, etc. For this purpose we should add instrumentation logging.

The slog library seems like a good fit for doing both.
