Consider consolidating ROKS and Code Engine DA versions

Description

At present, there are different DA versions for the ALM when deploying to ROKS vs Code Engine. This creates some difficulties when creating stacks/projects, in that if we want to deploy to ROKS, we need to create an entirely new version of the stack due to the ALM versions differing.

Is it possible to consolidate the versions, and provide some parameters instead to determine the deployment target? As far as I know, this is the only current difference between the DA versions, as the scripts are broadly the same and rely on those parameters.
