Definition popups in text (tech docs)

Many of our docs require forward or backward referencing other docs, which makes them hard to read sometimes. Also, most people do not sequentially read every doc set. Is there a way to design this kind of functionality that pops up definitions on top of text? (images). Plz see attached pdf.

Not necessary to have images within modals, even simple text would suffice.
