Make base build WP and Drupal compatible

Refactor the base repo to abstract out the shared files between drupal and wordpress.

• Wire up the files from the shared repo in WordPress. Do they still work? Is the style guide still working?
• Wire up the files in a base Drupal project. Do we need a hollowed out base theme now that we have shared files in a new location? Update the theme, and pull down the files. Does the style guide still work? Does it throw Drupal errors? Fix the errors and create a functional MVP for the base build in Drupal. Put the gutted theme change in a PR on the base Drupal theme.
• Do any fixes to the abstracted out assets so they are immediately usably in Drupal and WordPress.
