e.g. CR_ENV_PUBLISHERS is easily misread as CUL_ENV_PUBLISHERS.

The ENV part is a bit of a hangover from prototype stage - could change to CROSSREF_PUBLISHERS, FIGSHARE_PUBLISHERS etc.

Would need to take care to rename all references, including in documentation.
