Import a library in MdeModulePkg from UefiPayloadPkg

Hi,

I have written a library for UefiPayload package. I am trying to use the same library in MdeModulePkg, but it gives an error. When I include it in any file present in UefiPayloadPkg, it works fine. Issue is observed when I try to import it in MdeModulePkg.

d:\edk2\MdeModulePkg\Core\RuntimeDxe\Runtime.c(44): fatal error C1083: Cannot open include file: 'Library/HelloWorld.h': No such file or directory

This works for UefiPayload, but fails in MdeModulePkg.
#include <Library/HelloWorld.h>

I have added the library name in RuntimeDxe.inf file.
Anyone, can you guide what I am missing?

I solved it by adding UefiPayload\UefiPayload.dec in the RuntimeDxe.inf file.
