Add a encryption per environment

Would be nice to have different passwords for different envs. Encrypt and decrypt per env would be nice:

Protect-Environment test -Password xy

workaround is to just add the do-encrypt="true" just to one environment and then execute Protect-Environments.
but this feature will come with the new .net core compatible version 2.0 of transformer with some more new & exciting features :)
