Requirements:

Controls need to work from side nav, as before, but should have new UI.
Individual survivor notes should be rolled up into campaign notes.
Tabbed 'campaign journal' style notes
admin controls to filter users
integrate with event log?
do a JS time translation so that server timestamps are converted to user timezone times (maybe make that a preference?)
