Move sourceforge wiki contents to github wiki?

I am not sure which are the plans for the rest of the wiki, but in the past most of it was moved to docs. @dwaynebailey Any input?

@jleclanche the majority of that wiki has been moved. There were some minor things IIRC that needed to be looked at but nothing that needed to move to github.

One issue I had was that some of our dev docs are in TTK and Pootle yet they really are shared, e.g. how to report and issue, styleguides, some processes, etc.

Lets leave this open so that someone, likely me, can do a final review and decommission.
