@wkz asked IRL why he sees multiple "Loading kernel module foo" at boot. He supposedly runs a build off the latest Westermo NetBox, which has integrated Finit v4.2.
This is an odd one since we in 4.0-rc1, commit f8c07e8, introduced a guard runlevel == 0 for loading modules in this old legacy mode. I've added this discussion so we can communicate and, if needed, create an issue based on our findings.
