Scan Time Blocking Fixing Issues

I've contributed to the code base a long time ago during version 1 and our institution has upgraded recently to version 3.

I have a faculty user experience question. I seem to remember that scanning a course was initiated by the course instructor or designer. With the upgrade to V3 we now see the banner with the text that you will not be able to fix issues while a scan is running.

The faculty who asked has a course that contains a lot of information. Because of this if I try to assist him with fixing it, the scan initiates again and delays the time where we can work on this together.

Is there a way to configure UDOIT so that the scan can be initiated on request instead of launching the UDOIT 3 tab?
