With Twitch changing their Chat backend it may have possibly caused the way that Leg_bot is picking up mods to be different?

No mods are showing to leg_bot currently

I only just figured out what twitch changed.

"Note: After a successful JOIN, you will not receive a membership state events (NAMES, JOIN, PART, or MODE) unless you've requested our IRCv3 Membership capability"

The instructions for gaining the membership thing are here: https://github.com/justintv/Twitch-API/blob/master/IRC.md#membership

Basically you don't get the mod/unmod notifications unless you request that option.
