Updating ugwd fix files for global RT tests #2133

Description

The ugwd fix files were updated from version 20220805 to 20231027 in global workflow, g-w issue #2316, PR#2230. The fix files for UFS WM global RT tests need to be synced to the new version.

Solution

Update the RT fixed files to use the latest fixed files. On hera, the new fix files are under:
/scratch1/NCEPDEV/global/glopara/fix/orog/20231027

In addition to the orog files, some of the new fix files can be found in /scratch1/NCEPDEV/global/glopara/fix/ugwd/20231027 on hera for ugwd.
