Chain of Custody: Improve Chain of Custody Discovery via Facility & Product Class IDR Linkset

Issue Description

A useful discovery pattern would be to link chain-of-custody attestations to the identified facility, grouped by the product class produced by that facility. This should be discoverable as an IDR linkset from the facility ID.

Tasks:

• Explore and document how facility IDs and product classes can be linked to attestations.
• Investigate how IDR linksets can be leveraged for discovery.
• Propose an approach or prototype for implementation.
