Is your feature request related to a problem? Please describe.
UWW_Timing is a great piece of software (kudos to the developers!) that is being used on the events around the globe in order to comply with UWW rules. While English still remains lingua franca, there are areas where literally no one speaks anything except his/her mother tongue. So in such a cases the installation and setup of the Scoreboard becomes a little tricky since it is hardcoded in English only.

Describe the solution you'd like
Ability to carry out the instalation and setup procedure in accordance with current OS localization. The translation may be done by volunteers (as it happens with Arena AFAIK) who receive resource files from the developers, translate them and send 'em back for further integration. On my part - I am willing to translate the Scoreboard into Russian. I assume it can be done by MAT for Visual Studio https://learn.microsoft.com/en-us/windows/apps/design/globalizing/use-mat or by any other tool of developers' choice.
