unplugin was not what I expected, what is the benefit?

When I heard about unplugin I was excited but when I tried it the first time I saw in the API options the bundler fields like webpack, rolldown, esbuild. Isn't this the same as hand writing a plugin for each bundler?

What I expected was to write a plugin using a standard unplugin' API and have a build script like' unplugin build that I could run, which would spit out the config for all the other bundlers I needed.
